That is a hell know problem with the 940MW tv/monitors. The power supply has failed because of parts called capacitors have shorted. If you can solder then you should be able to repair your monitor. Here is a link to the repair guide for this issue.
The most common problem with the Samsung 940MW units that don't turn on is a failure of the power supply board. There are parts called capacitors that fail which in turn causes the power supply to not startup correctly so the monitor never powers up. Screen flickering can be caused by instability of cable you are using, or it can be also caused by difference between power input, so check your power plug ,where your monitor and pc are plugged, make sure they are ok for your region, and check those cabels. Also check settings on monitor for what input you are using DVI or VGA or both at the same time.

This television is having trouble with sync circuits. It probably has some component adding erratic noise voltage to the circuit causing the instability in the sync lock circuits. The solution is to locate the bad component with an oscilloscope by following the signal path with oscilloscope probe until you find the irregular signal and then replace the part. This part could be either capacitors or ringing resistors.It may also be a component in you solid state signal processor. You should have it tested in a service center and see if they can locate the bad components. Then see if it worth replacing with the cost of parts and labor. Hope this helps you with your problem.
