Unit operates for awhile at full strength, then stops completely. When battery is removed & re-loaded in unit, it runs again for a time at full strength & quits again. Repeating this process w
Battery (BT20B) has LED charge indicators. When unit stops, only one (red) or two (red & green) LED bars are lit. Outside of the unit, usually 3 or more (full charge) are lit.

If a unit is in heating mode the outdoor unit is in cooling mode (outside always does opposite of indoor) after a while if there is a build up of ice on outdoor coil unit stops and puts hot gas through outdoor coil to clear it. The indoor fan stops to avoid and heat loss in area served buy unit once this has been done and indoor unit coil is hot again fan will start. This is the correct operation of the unit to save against bust could and reduced efficiency
From what I read, the "L." that you see on the control panel indicated that the controls have been locked. According to the manual if you hold down the "alarm reset" button for 3 seconds the "L." will disappear allowing you to control the temperature again. I don't as of yet know what is causing your overall problem though...
there are 2 parts of a UPS . the charge side and (battery is obvious) the inverter side. if the charger fails, all is lost. (are the batteries in backwards?) if the charger works (volt meter tells you that) then the inverter is bad. (this unit is not full time UPS , but part time, this means it switches over to inverter at power fail. (on full time sys. inverter runs full time, like the name states) the unit, you mean the load right.? the UPS side plugged into a load. and the load is now dead.
the Backup plugs should work if the mains are hot. if you kill mains, the inverter will fire off, (hear the squeal?) and give you 500 watts for some minutes, sucking the batteries dry. (see load run time curves) I used to do service on HUGE UPS systems, some with 100s of batteries. 3 to 5kw too. on ours there is a port on the rear , we connect and can check everything "BEST brand" even charge voltage. did you look on APC site for special software and connections?
the manual does cover trouble shooting, ever read that? RTM? start there, its online, for sure.
After reading over the Owner's Manual for your unit, I wonder if you are operating it in the Cool & Dry Mode. If that's the case, the dehumidifier is in operation, which would account for having to drain the unit every 2 to 3 hours. Ideally, the Cool and Dry Mode should only be operated for about an hour, when the unit is first started . Removing the humidity will allow the AC function to cool more effectively. But, it is not necessary for it to remain in Cool & Dry mode all the time. Because the AC itself unit will remove some humidity too.
Hope this helped you to troubleshoot and solve the issue of having to drain the unit every 2 to 3 hours
I would check to make sure the AC adaptor connection on the motherboard was not damaged when you opened the pc. ( I have done that a few times.) I'm uncertain of what you have done to solve the problem. Since you have the new battery, again try to charge the battery. when it show the charge is complete, let the pc run until it goes off, when it does, keep powering your pc on until it will no longer power on. (You want to make sure the battery is completely drainned.) Once complete, try plugging the AC to your pc and monitor the charge. You may need to let the pc charge for at least 2 hours before powering the pc on.
Your battery is dead. You'll need to return it to Garmin for repairs. Mine did the exact same thing. Functioned fine in the cradle - showed full battery - but shut off immediately upon removal. They know about the problem and shipped me a new unit for free.
