Problem for Vintage Keeper 220 Plus Wine Cellar

The top is cold @55 deg but the bottom doesn't get below 65 deg F

Hi,

How do I get it to properly cool top to bottom?

Also, I have only about 200 bottles inside because the cellar doesn't hold as many bottles per shelf as was advertised and the bottom is supposed to stack three rows when it actually only stacks two rows.
