This is not at random, The camera wants to keep sound during the whole recording on the same level. so when it is getting quiet, the gain is automatically raised. When the sounds becomes to loud the gain is lowered. So only when the sound level while you are shooting stays the same, you won't have this issue.

I have an Acer Aspire desktop that the video card no longer works the computer tower powers on but that's it, no video nor sound at all

It could either be the power-supply (it has to supply multiple voltage-levels, and maybe it is not functioning 100%), or it could be the CPU, or it could be the motherboard.

Take it to a professional, for trouble-shooting & repair.

How do I get the sound to turn on when shooting video on my Olympus SP320?

Top menu [MODE MENU] [SETUP] [VOLUME)
Press up/down arrow to set the volume, and press OK.
There are 5 levels. Us the highest one.

See page 17 of you "Advanced manual" if you're not sure how to change the volume level.

If above doesn't work, you may have a problem with your speaker
