If there has ever been water in the unit then its not safe to use. There should never be water in a vacuum unless it is a wet/dry vac and this model certainly is not

This unit has water in it? With a dry vacuum, there should never be water in it. I would say someone used it inappropriately, and would have it checked out at a service location.
