I had a similar problem with .DLL error messages. This is typically something going in the start up menu system of your computer. I used a program called RegCurePro and is very simple to install and run. Once it completes its first scan, find the "ConAPI.DLL" in the list, right click and delete it. Should be fine from there on out....

Do you have the Visual C++ 2005 Redistributable installed? The "Dependent Assembly..." error indicates that you do not have it installed yet. You can download it at the link below. Please report back with your results.

The problem is you didn't completely uninstall Gimp before you installed it again so the Gimp install file got confused when it found some residual files or registry keys from a previous install and thus it skipped installing some files (libgimpui-2.0-0.dll was one of them for sure) You need to completely uninstall Gimp before you can install it again properly. Get a copy of Revo uninstaller from the link below and use it to uninstall Gimp for you. You should be good to go after that.
