If you can fix it by yourself, there is a problem in horizontal circuit panel, you need to check that in series because the part appear visbly good but when tested by the exact tester you register busted. that should be replaced immediately. Check also the vertical panel parts of the circuit. but if hard you do the job you may consult the service center of your TV or the vendor of the TV.
ps. please don't rate me if you are not convince of my suggestion.

we have the same exact tv and it is not even a year old. we are told that it is the display panel and it is a well known problem with this tv. we were also told that there is a shortage of these parts. they had 283 on order, but only received 35. you need to call sony and tell them that you have this problem. they should warranty this for you even if your tv is 3 months past the warranty period. since this is a well known problem with this tv, keep on them.

Testimonial: "It in fact was a part of the lcd panel...the t-con board. I was able to research it and bought a box of parts off of a tv like mine and fixed it. Ron"
I'm sorry, it sounds problem with lcd panel (screen) that is defective and causing lower half distorted image. If tv is under warranty then call number written on warranty documents for warranty cover or lcd panel (screen) replacement would cost you approx 80% of new tv price.
Hope these info will help you.

Symptoms that described indicates problem with lcd panel (screen) however, t-con board that provides digital video signal to lcd panel could also be defective and causing such problem.
T-Con board replacement by tech might solve tv picture problem in less amount but mostly it is lcd panel (screen) problem and its replacement would cost approx new tv price.
Hope these info will help you in decision.
Let me know if you have additional question.

check the ground connection of your house wiring. fist of all remove all the external input like set top box, cable connection, dvd etc from the tv. Then power on the tv and watch is the wave is there or not. if it there then ,if the tv power cord comes with three pin connector then remove the earth connection on the wall outlet socket to which you connect its power. the connect the power and switch one the tv.
if the wave will not appear then connect external devices (set top box, dvd etc) one by one and watch which device produce this wave in the tv. also check the ground connection of that device which produce this wave.
If all these will not help full then the SMPS power supply of your tv have some problem. Normally this type of complaint arises due to the faulty Main filter capacitor. you can see it in the power supply.. It will be the big capacitor according to others. Normally There will two or more. replace the same. will solve this problem. if you need any more assistance feel free to contact me through fixya
