It looks like a plug screwed into the top of the water heater (it IS plugging the hole so turn off water and release pressure b4 removing)

No No No. Turn off power,drain tank,unscrew two pipes,power cord should be long enough to alow you to put the tank on its side if needed,replace anodes located under plastic covers in the top of tank.I have just replaced my rheem heater after twenty five years because of rot from the outside cover causing it to fall over.Worked fine.
