I have a blacklisted iphone 4. Yes it was used. blah blah blah. Is there any way to clear the black listing?

I check the imei number that you provided. It says that the IMEI isn't blacklisted. It also says that this is a valid apple serial number. But something that confuses me, it says that it's an apple iphone 4 registered with at&t, but it also says that it's unlocked.

Maybe your phone is locked or blacklisted. You can get the Carrier Check and Blacklist Check service on for iPhone 4. It's always useful for me.

I have purchased a 2nd hand iPhone 4 but it will not give me any service... I have done research and seems as if it is blacklisted.... How can you remove the blacklist?

Unfortunately the only way to remove the "black listing" would be contacting the carrier of the phone orange, Vodafone etc and explaining that you bought this phone second hand. Chances are they will require you to pay x amount to get the handset working again

Yes you can. You should know that there are two "unlocks":

The first is the jailbreak. This installs cydia in your phone. It is used to change almost everything you can think about in your iphone. It can also be used to do illegal things such as downloading apps for free.

The second one is the unlock. It only makes your iphone compatible with any company. It is easier to do with the jailbreak done.

If you are saying that your phone is cut off maning cut by network provider, i can say yes you can read your mep code, BUT, you might not use it at all, this leads to the Issue of your phone being blacklisted. Meaning if your phone is cut or blacklisted from any provider, there might be a chance that it is also blocked on any other provider. therefore rendering your phone useless even if you read your MEP code for unlocking.
There are several reasons for a phone to be black listed the most of them all is it being STOLEN, CONTRACT ISSUES, NOT PAID SERVICES AND BILLS ETC.
I therefore suggest clear first the real situation of the phone before reading the MEP, for because I know you want this unlocked, and reading that MEP is not free, it uses gadgets that consumes credits, even the gadgets are expensive too.
