Question about Garden
I have cleaned the vucuum fuel pump the inline filter all the electrical connections between the battery and starter and the battery is new this year.I also cleaned the flywheel up and the magnetic pickup. the spark plugs were gapped and replaced twice.We have another machine,same thing to compare with and my starter does not drag,while I was in there I put A dab of STP lube on starter drive bushing.Any ideas?
I suggest checking the ignition switch - I've seen switches do this before, where the switch powers up the starter solenoid but cuts the power to the coil. Test coil output while ign.is in start position - if the voltage is low or non existent, there's your problem!

Check the battery with a VOM while pressing the start button. If you have good voltage check the voltage on the positive cable on the starter. If you have good voltage there you have a bad starter, considering your cable connections are clean and tight. If no voltage at the starter the solenoid is no good. Usually the click is the solenoid closing and if the connections are not clean or tight the current will not make it to the starter.

try jumping the two posts on the solenoid near the battery with key on , then try to start , if it starts or turns over it needs a solenoid, or the bendix is hanging up on the flywheel,had the same problem and took off my recoil cover and found teeth on bendix all chewed up and stuck on flywheel. try to pull the recoil start first and see if that releases bendix, if not remove recoil cover for inspection,or your starter is bad, if it sounded like an old dodge starting up prior to it not starting , its probably the bendix
