Question about Garden
I own a TORO rider back engine end every time i put the 3/4 or 5 gears is soled down or complete stops e only drives on 1 &2 gear.....
I would suggest seeing if it needs a tune-up first if it hasn't had one this year. If the problem is still there after that you may want to check the fuel cap vent hole as they can get plugged up. It could also be a dirty carb or low cylinder compression.

It sounds like your fuel system is plugged up (or water in the carb) First i would make sure there is good fuel supply to the carb, then if so & not running, I would remove the carb and clean as it appears that it is running properly otherwise. Also check your air cleaner element as it may be totally plugged up.. Hope this helps you, Rick

If I Understand you Correctly, you are Timing a Gear to Gear Samll Ait Cooled Lawn Mower Engine.
If this is Correct, then
>>There is a Mark (-) on the Crankshaft Gear Tooth and a Dot(.) between the Teeth on the Cam that have to be Matched for the Valve Timing to be Correct. The Crankshaft May have a Dowl Pin that the Crankshaft Timing Gear must Lock Onto.
Please, Do Not Hesitate, If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance.
Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Be Happy. Thanks.

Carb needs cleaned as it can't handle the load of the engine and the deck at the same time. My guess about the spark plug melting is that the electronic ignition may have become hot while trying to start the mower causing the wire to melt.

1) Have you removed the rear tire for flat tire repair recently?
many times the key that couples the rear wheel and axle falls to the ground, and you do not see it missing upon re-assemlby.
2) check transmission drive belt condition
3) idler pulley and tension spring
4) linkages that control the shifter

Most likely you have flooded the cylinder with oil. You can try this and see if it helps you out.
Remove the spark plug, clean and dry it with carb cleaner, let dry, spray carb cleaner in the spark plug hole and thoroughly flush it out. Let is sit this way for about 20 minutes. Reinstall your spark plug and see if it will start up for you. If it does you are done if not go to an auto parts store and buy some starter fluid. Spray the fluid with just short burst into the air cleaner. Try to start it. Repeat and it should stay running in a couple of tries.
