Question about Wolvol Computers & Internet
I had an incident like this when using Windows 7 and Windows Vista, the solution was simple. On both of these operating systems there was always an icon on screen to turn touch screen on or off, if you are using one of these systems, look for the icon on the desktop.I have Windows 8 & 8.1 on there the icon is not needed, the system take care of it (always on).

Most likely a driver issue, or an actual connection issue internally. Try a restore
