I have an avertec 3700 laptop. I do not have the manuals etc. I want to reinstall all the factory software, windows etc just as it was when I purchased it. I do not have the manual etc. I thinks it has everything on a partition on the hard drive. How do I access this and reset the laptop?

It sound like you have whats called a short on the DC socket (which is where the power plugs in) unfortunately the only way to repair this is to strip the laptop down, remove the motherboard and repair/replace the Socket. It is unlikely but possible that the charger is at fault.
The Netgear Wireless USB adapter should be connected to your Avertec N1200 laptop to act as a wireless antenna. The driver for your Netgear Wireless Adapter should also be installed on your laptop. Once installed, click on the Windows Orb button on the lower left corner of your screen and go to All Programs. Look for the installed program for your Netgear Wireless Adapter to open up the wireless utility of your wireless adapter. That's where you should connect the wireless connection and not on Windows Wireless Manager.
Well you have a number of problems there. LCD screens can be replaced but how hard it is depends on your technical skill. if you routinly take things apart just to see what makes them tick or you build computers as a hobby then replacing an lcd screen will be a no brainer. But if you dont know a carburetor from a pipe wrench or a monkey wrench then you would be better off taking it to your neighbors kid.
Look on Ebay for screens for that particular laptop.
Now that Avertec could be a couple of things. Is this a pure blue screen or is there a fault code displayed? If you have an exception code then that means something is wrong with your operating system. If it is a laptop and the screen is pure blue then that is likely to be serious. If you can hear the rest of the laptop continueing to boot up then it could be just a screen problem as well. Video cards are built into laptop system boards. Did the screen start showing blue when the hard drive was replaced? or before?
Ooops, if ntldr is missing, it means your operating system is dead. You should reinstall windows from cd. Must get into Bios to select first boot device as Cd and then press f10 and yes. When you start your lap it says you what key press to get to Bios or boot menager.

I could not find a specific manual for your Aquos TV (which model?). Look into your manual, and see if there is an option to connect via VGA of HDMI for video If you want to use your TV speakers, it depends what audio input options you have on your TV. You might need a cable like this:
The red/white connectors into your TV, the 2.5mm plug into your computer.
