a 6ya Technician can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repair professionals here in the US.
click here to Talk to a Technician (only for users in the US for now) and get all the help you need.

no i'm affraid that the bios is locked and you cannot reset, you need the password to access the laptop.
try "toshiba" as the password and see what it does

I have to know if you changed the display resolution settings. If so, boot the laptop to safe mode (tap the F8 key after you turn it on). Go to Start > Control Panel > Display and select the settings tab. Try changing the resolution to 1024 x 768 and see if that will bring everything back to good order.
Good luck, and feel free to rate this advice.

If it is still under warranty call dell asap. Normally that is the LCD going bad or the video card, which is built in on the motherboard. Usually there is nothing a home user can do with this problem. LCD's are not too hard to change but the Motherboards can be a real bear.

thats actually the disadvantage of having windows 7 starter. you can't use your picture as desktop background. thats the limited feature of windows 7 starter, you can't change your desktop background.
