1) If you have a different type of credit/debit card - often no cards are accepted by the many eBay sellers, only direct paypal payment via paypal.com website.
1) If you have PayPal Visa card then I assume it still counts as PayPal payment, even if eBay sellers don't accept credit/debit cards - you should definitely complain to paypal.com or ebay.com
Have your Paypal account Verified ? Some seller won't accept payment from unverified Paypal account. or Your money insufficient to buy the item or The seller don't accept payment from Paypal, some only accept Credits Card.

There are a number of reasons why PayPal (or any other provider) won't accept a credit card online:
1. The card is expired. 2. The card is a brand not accepted by the service (as in some out-of-country cards). 3. The name or address on the credit card company's file does not match the name or address you are keying in to PayPal (they have to match). 4. The CVV (security) code is incorrect. 5. You're over your limit.
PayPal's error message will tell you if the "gateway" declined the card. If so, that means your credit card company declined the transaction...not PayPal.
