When you plug in the adapter into the laptop a LED lights up to indicate that it is connected to the mains supply and is charging.
The adapter is faulty or the connector is not making proper electrical contact this LED will not illuminate. Wriggle the connector plug to see if the charge light comes on, if it does then the loose connector needs repairing.

Check the adapter with a multi-meter, the voltage reading should be a slightly higher than the voltage that is printed on the label on the adapter. If the voltage is more than 10% below the nominated voltage then replace the adapter it is faulty.

Since the power adapter and connector is eliminated, the problem may be the RAM.
The RAM module/s may only need reseating to make proper electrical connection.
If this still doesn't work the the RAM module/s is possibly faulty. Take it to your friendly computer shop the get it tested or insert it into another laptop to test the RAM.

My Toshiba P25 s526 will power on. The AC is connected. The ac and battery lights are on. The battery discharges and the unit turns off with in 2 min.

Ok take out the battery and plug the AC in and power on to see if it works. If it does then it shouldnt go off after 2 min. but if it doesnt power that means there is a problem with your AC that is why it turns off.
I hope this solution has been helpful.

May be a bad power jack or the powercord/ac adapter may not be putting out enough power.Your powerboard may need to be replaced or even the button itself may not be getting contact to the board itself.
