What to do if sewing machine is puckering?

Depends on why the seam is puckering. Read this:
Offhand, it sounds like you need to reset the top tension properly.
The top two photos here are the upper and underside of a single ply of muslin sewn with a balanced tension. The blue thread is on top, red in the bobbin: -- that will give you something to shoot for.

The top tension is very tight

check that there are no pieces of cotton or other matters stuck. Turn the tension to its most loose position and by hand move a string of cotton through the tension slot. If it feels tight, remove any foreign matters and then slowly tighten it again to suit your needs..

Ok, you definitely have something going on. So you'll need to try the following.

1. Re thread the machine making sure the presser foot is in the up position.

2. Make sure your needle and thread are the right size for each other.

3. Check that your thread spool or spool keeper disk doesn't have a burr that is catching the thread.

4. Make sure the thread isn't wrapped around the thread spindle.

Hi, unless you have thread caught up in the hook area the problem may very much be that the belt is too tight. It should be seemingly loose or just tight enough to turn the machine. There is a big screw to the motor mount. Loosen the motor and adjust it to loosen the belt. Belt too tight and slowing machine is common issue.

Why is the hand wheel of my new consew 206rb-5 so tight? the machines hums when sewing, like beeind forced, is this part of the breaking in?

The stitch is to tight can't get it even

Most likely the upper tension dial is too high. Turn it to 4 and try pulling the thread through the needle and see if it moves easier than before. If not turn it to 3. This should be a good tension on your upper thread so it won't make the stitch so tight. Also, be sure that the thread spool holder isn't too tight against your spool of thread. Let me know if this works.

I just replaced the belts on my Necchi 535FA, but

If the belts are not tight enough they will slip, they should all be fairly tight but not like a piano string if you know what I mean.
As you do not describe what the machine is doing wrong I can not really say any more at present, except make sure there is no oil on the belts and the machine has no tight spots when you turn it over by hand.
