Sounds like the GPU requires reflow soldering. Sadly only for experienced BGA soldering station users.

It seems that your OS has registry problem. There's are two option to fix this issue.
1) Re-install your Windows with Re-partition your drives (In that case you have to take backup of your all data.)
2) Start PC in safe mode and download a Reginout and run its all features to make your PC perfect.
