There's a registry tweak for Windows XP that adds a 2nd Control Panel Users applet. W/ this tweak, you can manage/change/set the passwords of any user on the system - including the Admistrator - by using this Control Panel applet.
Look at the top-most item in the right-hand column.
Click (on the left side a bit) of this listing.
If you are not familiar w/ editing your registry, STOP! If you'd like, you can give me your email address and I'll email the tweak to you already set. (You can click on my ASK ME button if you'd rather not post it here.)
If you have me send you the tweak, all you'll have to do is right-click on it and choose MERGE. This will make the requisite changes in the registry.
After you've set all the passwords to your liking, you might want to REMOVE this Control Panel applet so no one else has access to it. There are other ways to hide it w/in other user profiles but this is the least complicated.
Instructions for removing the applet are on a link to the right of the same listing - click on the word REMOVE.
The same applies, I can create this tweak for you, too and you can apply it the same way.
I'll look around to see if I can find a VBS script, etc of this tweak that you can run.
If the information I provided you w/
resolved your problem or lead you
to a resolution for your problem or
an answer to your question, then, a
"FixYa" rating would be most
(You can assign the same rating
to more than one expert who
participated in solving your problem.)
It is best to wait until the problem has
been resolved b4 rating the experts'
solution(s). Once you enter a rating,
the problem will be closed and we will
not be able to continue to assist you.
Very often it will take more than one
exchange of information between you
and an expert in order to resolve your
problem. If a proposed solution doesn't
work for you, don't rate it yet. Instead,
post back here letting us know and we'll
continue to work w/ you until we find a
solution that does work for you.

To regain access to your Task Manager and Folder Options, the quickest remedy for the moment would be to download and run RRT.exe. It is "Remove Restriction Tool" and available here.
For Anti-Virus, you can try AntiVir by Avira available here. Additionally, you may want to download and install Lavasoft's Ad-Aware here. Upon download, install and update. Thereafter run a full scan. Pls follow on screen instructions.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
Good luck and kind regards.
Thank you for using FixYa.

SOURCE: unable to reset bios password
You will need to physically look at the motherboard, and next to the battery there will be a jumper and it will be on 2 of 3 available pins. Move the jumper to the other two and leave it for about 30 seconds. Replace it to the original two pins and then turn on the computer and enter BIOS as normal. Password should have been removed.
