Are you sure it even has bluetooth?
This guy had to do a lot to get it working.
You could check your manual or even the box that it came with to check easily. It will say whether it does or not.

There is a great program called Network Magic that will configure your wired and wireless connections with absolute ease. ALthough it is not a free program, you can use it to sonfigure everything and after the initial 7 day (used to be 30 day) free trial, it will ask you to purchase. You can easily uninstall it through add/remove programs in Control Panel. If you choose to uninstall it, it will not undo the connections it has made, and will not leave any residual program information in your computer. You may decide to keep it though. It is a great program that will keep you informed of many network functions, as well as help with your network security. Try turning both pc and tv off and connect, then turn both on. Also, make sure your Display setting are correctly configured. Goto Control Panel, Display and click on Settings Tab. If your still having trouble. Try changing your resolution and make sure that you have your TV to the right input. My TV has 4 HDMI 3 RCA 2Component 1 Digital Optical many USBs...can get kinda confusing. The connection should be numbered. Switch inputs with your remote til you get the right port. Then work on getting your pc to display correctly. Set your aspect ration to 16:9 first. Most tv and laptops are set this way. GOOD LUCK let me know how it goes.

It s a simply way, to solve the problem.you will follow the instruction.
Follow the bellow step.
1. just enter your Bluetooth in your pc.
2. when the icon show your task menu bar just
3. double click on icon
4. add>check on my device >next(ensure phone Turn BT on )
you can see the phone model which Bluetooth on.
just select the device >choice any ask code >I will advice you, please select, let me choice> type any 8 digit >next >now the same
number > in your mobile >finish
For dial up go r click on my network>properties>create a new connection> connect to internet>next >set up manually>connect
using dialup>select your mobile modem>next >type any name >type the exact name and number eg: for Airtel=*99#>next >no user
name and password just next >check on add short cut>and finish.
Just double click on the icon, it will connect soon.
you can install PC suit and set it through the following step.
Setting> Setting >participate tic on yes .Double click on phone icon >next>tic on Bluetooth connection >next >select yes the phone
Remember always set the mobile for connection select the yes.

Seems like your Bluetooth and Wifi settings are disabled from BIOS.
On laptops usually there is a setting in BIOS where you can disable/Enable Wifi+Bluetooth. Shutdown computer Turn on computer and press "F2" to go to BIOS settings Find settings for Wifi+Bluetooth and set it to default.
Save settings and restart computer You will be able to see your Bluetooth and Wifi.
