When your rinse cycle does not work it is your outlet filter that is clogged. If this is a front loader the small door is in the bottom front side of machine. Be prepared for some water to come out when u open the door. Unscrew and clean out filter and refit.

SOURCE: Ultimate Care II - Rinse Cycle does not start

sounds like a lid switch problem. is there a clicking noise when you open and close the lid?
if not then the lid switch may need to be replaced; inexpensive.
this could also be caused by a bad timer.
also try a different speed for the rinse cycle, it may be a bad motor and it is not going into a certain speed. instead of gentle or slow speed try fast or normal, something like that.

SOURCE: GE washer won't fill with cold water

Cold water pipe had become frozen. FYI this model of washer has a nice feature whereas you can test each component i.e. valves, by setting the timer and reading the LED's on the front panel. Instructions are in the schematic.

SOURCE: Kenmore front-load washer stops at rinse cycle

When the washer initially fills for the wash, is it only hot water entering the drum? Try switching the water temperature between hot and cold as it fills. If any of them show little or no water getting through, it sounds too easy but check to make sure water supply taps are on, and that the cold/hot fill hoses aren't reversed. Remove the fill hoses and check any of the screen filters for blockage (in the hoses and in the inlet water valve). When the machine stops and waits to fill but all you hear is a hum, it sounds like there is power going to the valve but water is not able to get through it.
Good luck!

This has happened to us also. Our machine is 27 months old. I just had a non-GE repairman out and he showed me the mutilated belt. I was wrapped around the pulley. He said that the pulley had to be out of wack in order for this to happen because the belt looked in great condition (besides being in 3 pieces). Then the metal wheel (don't know the official name) is now warped and had gouged 3 grooves into the cheap plastic outer tub. So badly that it went thru to where the water is. So NOW, I have a big piece of scrap metal in my basement. I need a new outer tub, pulley, belt and at least 2 hours of labor. So a bill of 4-500$. I think GE can take this hunk of metal! But of course, GE has to send out their service man to inspect it. So I have to pay another service fee. They need to scrap this model and possibly others. What a waste of a whole lot of money. NEVER again.

Manual claims machine has ability to spin out water but there are no options on the control panel

There are different models withing this line by GE. There is one model that have a "Drain & Spin" cycle on the main cycle selection knob, but on the higher end models, you'll need to use the "Rinse & Spin" cycle.

This will add some water to the washer, but the basic cycle will give items a quick rinse and spin.

If you're trying to use just a spin cycle to wring out towels, etc. and you don't have the "Drain & Spin" cycle, (which you shouldn't based on your higher end model #), just use the "Rinse & Spin" cycle and it'll do a nice job of getting out a lot of moisture from your clothes, towels, etc.

I have this same washer in my own home and refreshed my memory by reading my manual (again) to see that this is what you need to do, to spin out stuff.

Hope you find this Very Helpful and best regards!

Check the cold water hose. My brand new machine had this behavior until I discovered a kink in the cold water hose - works great now.
