CTRL-ALT-DELETE will bring up the "Windows Task Manager", which will tell you which process/presesses are (a) chewing up all your CPU time, (b) causing the OS to thrash the page file (PAGEFILE.SYS), or (c) both of the above in a combination.
Note that for efficient operation, a CPU should not be utilized more than about 66% - above this and the system logarithmically wastes cycles getting out of its own way, with too many CPU Cycles devoted to OS housekeeping and dealing with expired timers (both internal and on the network). Note also that no military commander nor accounting executive has the science/math backround to understand this.
Look for larger-than-the-others "Mem Size" "VM Size" and "Paged Pool", combined with & huge increasing numbers of "I/O Other Bytes" - these processes are causing the thrashing.
The other major cause of an unresponsive system is, of course, viruses, worms, trojan horse(es), rootkits, spyware, malware, tracking cookies, supercookies. Update your anti-virus definitions database and perform a "deep scan."
