Hi Lori, Many times, you need to switch to MANUAL mode (out of scan) and step thru each channel. The display will indicate if the particular channel is locked out by symbol or text. Pressing ENTER or LOCKOUT (depending on model scanner) should toggle a locked out channel back into the scan - and a scanned channel into lockout. Without knowing your scanner model - it's difficult to tell you exactly how to do it. If my suggestions do not work, reply and include the brand and model number so I can get you the exact steps to solve your problem. Good luck!
Channel Lockout You can lock out a channel so it is not scanned. Channel Lockout does not erase the frequency from the channel. You can lock out up to 50 channels, including the Priority channel. Lockout information is retained in the memory when the scanner is turned off.To Lock out a Channel Example: Suppose you want to lock out Channel 2 because it stops on transmissions you don't want to hear.Press LOCKOUT when the scanner stops on Channel 2.The scanner locks out Channel 2, Then it immediately advances to the next channel that is not locked out, and resumes scanning.In the Manual mode, press LOCKOUT to lock out the displayed channel. Pressing LOCKOUT does not advance to the next channel in Manual mode.L/O appears in the display to indicate the displayed channel is locked out.Whenever you want to search for channels that are locked out, press MANUAL repeatedly to go through all 50 channels. If a channel is locked out, L/O appears in the display.Restore a Locked Out Channel To unlock a channel so that it can be monitored during scanning:1. Press MANUAL repeatedly to find the locked out channel.2. Press LOCKOUT again to unlock the displayed channel. L/O no longer appears in the display.Restore All Locked Out Channel To unlock all channels, you must be in the Manual Mode.1. Press MANUAL. 2. Press and hold LOCKOUT to unlock all channels. The L/O indicator goes out on any channel previously locked out.
If you reset and/or re-initialized the scanner, then you quite possibly have deleted the frequencies you had programmed in it. Can you see any frequencies showing when you have the scanner in manual mode? If so, try pressing the lockout button, which usually is marked with something like L/O. If L/O appears on the screen, then that channel is locked out. Press the L/O key again to unlock it.

You'll be able to get the manual HERE The link is upper right side of page.. If all your channels are locked out, press and hold the l/o button for at least 2 seconds, you'll hear 2 beeps and that should unlock them.
while the scanner is scanning press buttons 3 and 4 and they should start scanning too, if they dont then go to the first channel in bank 3 manually and press LO to unlock it, then hit manual again to go to the next channel and press LO again to unlock it( all of the channels in the bank are probably either locked out or empty(nothing programmed into them)
press the manual button a few times, and make sure there are actually some freq. programmed into the unit.
if there are freq other than 000.000000 in there, press the s/s (lockout) button and see if this unlocks the frequencies to allow them to be scanned.
