Generally, you would go from the thermostat to the air handler, and then, from the air handler to the outdoor unit. I don't know if you have a heat pump or not, so I will give you a simple diagram and you can contact me if you need more.
Thermostat : Y G R W and sometimes C Air handler: Y G R W and C Outdoor unit: two wires connecting to the contactor ( not heat pump)
Thermostat; Y--------------Y(air handler cooling)------------------one side of contactor, outdoor unit G-------------G (air handler, fan) R--------------R (air handler ,hot) W-------------W (air handler, heat) C--------------C (air handler, common)------------other side of contactor, outdoor unit

Is this a central heat? From the size i assume it is. You say air conditioning on part of your question then use heat pump on
another part. So it is important for us both be on the same page. With all due respect some people think they have a heat pump and it is
just AC and electric heat also but is not a heat pump. . If you have the outdoor AC unit running
with your thermostat set for heat and the air coming off the out door
unit is cold, or you see it "steam up outdoors" off the out door unit at times (we call this mode defrost).
If you actually have a Heat pump system some times it is wired to have the strips come on at the same time the heat pump comes on especially if you experience a lot of weather below 40' occasionally and have an emergency heat setting on your thermostat you most likely have a heat pump.
If you have a heat pump for sure now the heaters can come on with the outdoor section if 1 they are wired to do so or 2 the thermostat has 2 stage heating and the second stage is telling the elements to come on, or 3 the outdoor thermostat (if so equipped) is telling the elements to come on. Any 1 or combination of these 3 items can cause the elements to come on wit the out door unit.
There may be pins on the circuit board inside the air handler that you can adjust. First turn off the breaker then look inside at the board. They may say 30-45-60-90 etc. Put the pin on a lower number. Do you have a digital or programmable T-stat? There may be a setting in the T-stat setup program that allows for blower delay also. consult you installation instructions. Last if the blower isn't turning off at all then the relay on the circuit board is stuck closed and should be replaced.
most of the time its out by the ac unit . you have a shorting thermostat wire .. the outside unit has a large wire thats 240v and a small one that 24v thats the one you want to look at . look for bare wires , look where it goes into the wall , thats the common place . we are trying to install a goodman heat pump with a rheem air handler, the orange wire is hook up and the unit is still staying in the heat mood. does anyone have a wiring diagram for the air handler, their is some white wires in the air handler one with a purple strip and one with a black strip we need help
Unfortunately, the wiring diagrams for heat pumps are not so easy to come up with. The outdoor unit will have its own diagram, but may not include the indoor air handler and will probably not include the thermostat. That said, the orange wire is commonly run from the thermostat to the reversing valve in the outdoor unit. This wire is usually not connected to the indoor airhandler. The orange wire is usually used in a unit that has the reversing valve energized in cool. Ruud, however has its reversing valve energized in heat. Probably not useful but maybe helpful
