How do you rewire a relay

The relay contacts are wired in series with the motor, circuit breaker and switch. The relay coil is wired in series with the transformer secondary circuit, the control wires to the valves in the wall. Also the on switch is wired in parallel with the control wires.

You did not ask about the transformer but the primary windings are wired to be always on. If you need a picture I can draw you one.

some models and switch behind for convert in that way the transformer had been designed for to do it.
Other models coming according to the country example USA, most of them use 110VAC, other 220VACsuch Europe

New bell. Was working OK but, following a power outage, does not respond when pressed.

Door Bell? Did any of the electrical circuit breakers trip? Boor bells have a low voltage transformer and seems like its not getting power at the transformer.

Emerson microwave MW8119 makes a noise when not on. Is this a hazard

It really depends on the particular noise it is making. The control circuitry, clock, etc. will draw some electrical current and consume power when not in use, and will be making use of a smaller step-down transformer within the unit. You may get a slight hum from this, with perfect hearing in a room where you could hear a pin drop. Anything louder than that, and there may be power applied somewhere in the unit where there shouldn't while in a standby mode. If you could get an ammeter and safely use one to measure the current draw of the unit, it may be helpful. Please exercise caution with line voltages though, they can be deadly.

What is the wattage onroomba 560

The power supply isn't a transformer, its a switching power supply. The power supply is different for different locations, but you should not plug a 110V only power supply into a 220v source or vice-versa. You should contact iRobot if you wish to obtain the correct power supply for another location or to determine if they have an autosensing model that can sense and adapt to either 110v or 220v. You can also use a step down transformer to convert from 220v to 110v. The charger should be using 20W or less, but it will be pulling the current in narrow surges from the peaks of the voltage wave (aka a high 3rd harmomic current) and you will need to use a 40W or larger transformer to avoid unexpectedly overheating the transformer core.
