Model four using Federal Premium shells shaves one side of the projectile tip

Not an expert but usually shearing on the round occurs on the way into the breech. Feel/check for a sharp edge or burr. If you can chamber and then remove the unfired round without the shear occurring, it may be a burr where the barrel and the breech are joined or the breech could be mis-aligned to the barrel. (Either way it seems like Remington would have fixed that when they replaced the barrel.) You can get a look at the breech to barrel alignment by looking into the breech with the bolt removed while shining a flashlight down the muzzle. Good Luck.

Leaking pool pump

It is difficult to see exactly where the leak originates. Obviously the drips are coming from the front of the pump, but the leak may be elsewhere. I would suspect that the origin may be at the seal, because a breech in front of the seal would not allow the pump to catch prime.
This normally indicates that the pump has run for some amount of time with no water flowing through it. However it also is not clear if the pump is running or not.
In the case of an above ground pool, water may leak at any point that there may be a breech at any point, being that the pump is below water level.
Look very closely at the drip and try to follow it upstream to see if you can determine where the water is originating. Hard to troubleshoot based on available info.

This is the izh 513m .177 rifle. It's brand new. I am not sure as of what to do and the hammer want budge and the trigger won't pull. The barrel has no tension and it won't go up like its supposed to.

This could be a factory safety that the hammer and trigger do not move while in the cocked position. The barrel may be locking down purposely. Look near the spring or in the path of the barrel where it folds back up and look for a release button. What do you see?
