Question about Washing Machines
Sounds fixable, the fill tube may be out of place or kinked. It will still take a service call to see what's going on. Sometimes on top loaders the drum slips out of place, because a spring has jumped off or such, and the fill tube misses the drum a bit. Check to see if the drum is centered.

Ok, the motor windings are bad. the A.C. hum is a warning that the motor will sound when the windings are separated or shorting. its unable to hold a balanced current.the motor will actually stop soon if it isn't repaired.

You will need to change the carbon brushes in the motor. Tip machine 45 deg backwards you might need someone to hold for you and look at motor underneath you will see 2 black carbon brushes remove these and replace if worn then retry machine also make sure the wires to the motor are ok.
