What is an alcali

Nothing to do with cameras....... Alcali is most probably incorrect spelling for alkali - a mixture of soluble salts found in arid soils and some bodies of water; detrimental to agriculture.

If its related to paints, this is possibly the best advice:
  • Allow fresh masonry surfaces to cure for at least 30 days before painting. If this is not possible, use a high-quality, alkali-resistant primer.
  • Test alkalinity of the surface with phenolphthalein or a pH pencil.
  • Paint with a high-quality water-based paint and avoid colours that are alkali-sensitive.

There is a scum build up in our front load. Tried bleach and heaps of cleaning but no luck. is it coming from drum or pipes? any suggestions please.

The scum is probably a build-up from excessive detergent and fabric softener. Using a bleach will not really help as it is also an alkali. You need an acid based cleaner to break down the alkali based detergent. Pour a bottle of vinegar into the machine and let it fill with water and carry out a wash cycle, do not add any other chemicals. (If possible even let the machine stand a while with the solution in it.) After the machine has finished its cycle, carry out another cycle with baking soda added to the water and let it do a short cycle to neutralise the vinegar. This should break down the scum, but repeat the process if necessary.

When the camera is powered on it says "change batteries" although i would've just put in new ones.

maybe the one you installed is not matched on your camera, means if it is alkali battery recommend by the manufacturer then use alkali battery. also set the menu you need to tell camera that you installed new battery.

What is valency of carban

The valency (the number of electrons in the valence shell) of the element carbon is 4.

With most periodic tables of the elements, you can deduce the valency of all of the representative elements [the most common ones in the first 3 rows of the periodic table, and in the first through 8th columns (or groups or families) of the periodic table].

You need only look at the top of each group for the number-letter code (for example, "4A" appears above the group in which carbon resides.

A handy thing about the periodic table is that elements in the same group or family have the same valency. For example, silicon (Si) which is below carbon in the same family as carbon, also has a valency of 4. Another example is that all of the elements in the 1A column (the alkali metals) have the same valency of 1.
