I guess you are talking about the ones that look like a corkscrew?
If so they use less current, last longer are compact florescent.
and take less mercury to produce.

Troubleshoot a tail light fuse that keeps blowing on 2004 Toyota Highlander

The first thing I would suggest is that you make sure the bulb is installed correctly. With some bulbs, it is possible to install them backward. They won't seat properly, but can get positioned to where they seem to work, but don't make contact where they should.

More modern bulbs use little folded wires to make contact and if those wires get moved, they can possibly short between power and ground. I'd say this is more likely with economy bulbs and aftermarket LED bulbs, but worth checking.

If someone has installed an aftermarket trailer wiring harness, there's a chance that harness is the culprit, or the trailer it is plugged in to.

Odometer doesn't light is there a fuse for it

Depending on the make vehicle. For GM newer products, there is a set of small bulbs mounted to the circuit board of the dash panel. these bulbs may blow, and have to be replaced. It is a very tedious and time consuming job. The shops will charge a lot for this repair.

How to change the turn signal flasher?

Check the the bulbs at the front and rear of the vehicle work. If one is not lit up, replace that one. On some of the earlier model cars the blinkers would stay solid and not flash when one or both bulbs were blown. Modern cars have a rapid flash when one or both are blown

I have neon light with batt back-up.

Could you explain...

Modern Lithium-Ion Batteries are unaffected by constant charge / discharge. However they do lose performance over time.
