Question about Dell OPTIPLEX 960 MT Desktop Computer (Intel Core 2 Duo E8400 250GB2GB) (BO5SC306)
Unit flashes amber 3 light and does not power up. This usually indicates Motherboard issue. Whats unusual is if I press the power supply test button the system will power up and be usable with no obvious issues, until powered off. Then the issue of power button comes back.
Hey, have you ever thought that you ANSWERED YOUR OWN question? If you press the power supply TEST button, then it powers up fully? It's NOT the button.......So...what else could it BE then Mitch?

FIRST IF YOU REPLACED THE POWER SUPPLY OF YOUR DELL PC,
MAKE SURE IS A RECOMMEND POWER SUPPLY FOR DELL COMPUTERS ONLY
BECAUSE DELL USE A DIFFERENT (NONSTARD) PS
AN PLEASE DON'T TURN YOUR PC ON, TILE YOU ARE SURE I'TS A DELL COMPATIBLE POWER SUPPLY
YOU CAN FRY YOUR COMPUTER
ON THE MOTHERBOARD I'T MAY BE THE BIOS (BIOS STANDS FOR INPUT /OUTPUT SYSTEM) I'T A CHIP ON YOUR MOTHERBOARD THAT CONTROLS THE SYSTEM HARDWARE AND ACTS AS AN INTERFACE BETWEEN THE OPERATING SYSTEM AND THE HARDWARE
I'T MAY BE FLASH
IF IS FLASH ,
YOU PROBABLY NEED TO REPLACE THE MOTHERBOARD
OR CALL DELL TO SEE IF THEY CAN FIX IT

I had the same issue with my Dell Dimension 5150 and I replaced the front I/O USB Audio Panel and it booted right up.

"power supply seems to be working?" If you had before this happened a issue where had to turn it on a few times to get it up---suspect bad caps in power supply---A look inside that will tell you if this is the issue or not. If the supply can be removed (most can) it can be examined or tested by most repair shops for little or nothing.
see attached photos of what bad caps look like in case you remove the supply to look at it.

For the Optiplex 320, a flashing amber light with no sound indication can mean 3 things.
1) Your power supply has failed
2) Your motherboard failed, most likely from a bad capacitor.
3) The front panel board (where the power button is located) is faulty or not connected properly.
I've worked with 10's of 1000's of Dell Optiplex's over the past 8 years and the flashing amber light is well known as a tell-tail sign of one of those three failure. Always start your trouble shoot with a PSU tester, then inspect the motherboard for domed or split/leaking capacitors...then on to the front panel which would require another panel and ribbon from the same model.
