water is getting past the gasket during the start up cycle. by the time the door opens, the water has caked up the soap. also, its not clear when in the cycle the door is opening.
try using liquid soap.
also, take a peek just after the machine has finished filling and starts washing to see if the door is opened on the soap disp.

SOURCE: soap packets don't melt/disolve
sounds as if you amy have a problem with the dispensor door not opening correctly perhaps opening at end of cycle when all water is already released.Ive seen that sometimes the "tabs" or "packets of detegent are too tall and interfere with normal opening of the latch mechanism. manufacture would reccommend using powder instead.

It could be a few problems, first of all does the water circulate at all, if not then you most likely have one of two problems, it is either a plugged pump, or the washer arm in the bottom of the dishwasher is plugged, first take the arm loose by turning the big nut at the bottom of it loose and take it too the sink and wash it out as best you can......reinstall the arm, try the dishwasher, if it still does not work, then you have too remove the pump under the washer and clean it out, also you should be running a dishwasher cleaner every six months..........you can purchase this at any grocery store, walmart, kmart, in the dishwasher isle...........hope this helps.

I don't have a solution, but the exact same problem is happening with my dishwasher. Nothing is getting cleaned properly.
Did you manage to get the problem fixed?

Tips for a great answer:
Good Morning steven hutchings, thanks for your inquiry!
I understand that your Electrolux dishwasher is displaying an error code 03. Normally, error code 03 means an issue with the wash motor, wash motor hall sensor, or control panel. I would suggest performing a reset on your dishwasher that could help clear any false error codes. You can reset your dishwasher by flipping the household circuit breaker in the off position for ten minutes. If you continue to have an issue with your dishwasher displaying an error code 03, I would recommend having a professional technician come out and properly diagnosis your dishwasher. This will help to avoid any unnecessary part purchases. Hope this is helpful. -Matt
