The clicking noise you hear is the start relay, this is followed by a humming noise, that's the compressor trying to kick in unsuccessfully. The most common problem it is the start capacitor, located on the side of the compressor. Check on the back of the unit that the condenser coil is clean, if not, disconnect power to the unit and use the vacuum cleaner with the brush attachment, be careful with the coils, they bend easily, when you're done cleaning the coils, reconnect power to unit and notice if the condenser fan will kick in when you turn the temp. dial from 0 to 1 or 5, you already said the evaporator fan (inside the freezer is working).
