Hi, Its clear that there is some problem with the other persons webcam settings and there is no problem from your side. Tell them to reinstall the logitech webcam driver software and skype software once. after reinstalling their skype, for the first time when they log in, they will be shown with a wizard which is used to configure their mic, speaker and webcam. Tell them to provide correct configurations in that wizard. This should fix the problem and you can enjoy webcam chat with them.

If there is, and it is checked, un-check it and try your video call again.... Yes, I have a Logitech WEBcam (not the same model) and I use Skype.
After you installed Skype then :- To test if the Logitech QuickCam is functioning, check the USB cable; make sure it is connected properly. Then click on Start - All Program - Logitech - Logitech QuickCam and see if you can get the camera to capture your image/video. If this works then the fault is with the Skype configuration. Sometimes the WEBcam settings drop off and the WEBcam need to be selected again. Open Skype - Tools - Options - Video Settings and select the Logitech QuickCam Also check the Audio Settings for the Microphone THEN click on Save. Avoid connecting the WEBcam to an USB hub.

If you have problems when you use your Logitech device in Skype, you may have to

There maybe a patch available with a later driver Go to Device Manager, Expand 'Imaging' folder and right click on your webcam text. 'Update driver' and use internet option.
