Where can I get spare parts for the Krups Nespresso Citiz XN. specifically the Drip tray and the base it sits on

Why don't you try "Krups" ? I would think this would be the best place to start. Ask them if they stock the spares and if not where they are available.

Single handle balances cold & hot. First cold then hot at full counterclockwise rotation. Only a trickle of cold coming through but hot side works fine. Appears to be a ball valve. What could...

there could be dirt in the cartridge or the integral cold side shut off is not fully open. the integral shut off has a slot for a screw driver. the slot is to face the same direction as the pipe coming into it to be open and straight up and down to be off.

There is no power in my krups xn 2000 nespresso maker . had it open and measured points from end of the cable and the control board looks good anyone know if there is something else i can do many thanks

Frequently the power button / power switch seems to be broken. Apparently a tiny film of grease builds up between the conductive material in the rubber button and the IC board.
See this video on youtube how to open it up and remove the dirt. I repaired my machine this way, takes 15 minutes, and I was surprised how only a thin film of grease could cause the malfunctioning of the button.
