make sure monitor is vented properly and not overheating.

Blinking powerlamp is indicating that the power supply is in shut down/restart due to short circuits, these DELL are known to have failed transistors in the inverter circuits due to poor solder joints. See example of here:

You may have to open it up and look for bad soderling works, see my pictures to see what bad solderign joints look like. Also check fuses, connectors, etc.

Native/max resolution for this Dell is 1280x1024, try this setting.

Ok so that im clear on the problem. your monitor will come on but in a matter of seconds it goes to a black screen?
If this is the problem. The answers you seek will most likely
be in your video card.
Try this test:

• Unplug monitor from the computer.
• Turn on monitor .
• Look for monitor self test screen.

If you see the monitors self test screen then your problem indeed is
the video card . You will need to replace the video card inside of the computer.

isa_cpu, Hi there, have you done the flashlight test after screen goes to BLACK? How old is E228WFP ?? Is it under warranty? Did it work "perfectly" the day before? Did you try it at another pc and get same result? If you shine a bright flashlight close to the screen after it goes BLACK, look very closely to see if Win-Desktop is still being displayed on lcd screen. In any case, if you don't own a DMM and soldering iron you still have these options! Call DELL and see if they have a swapout program. You send your's+$40-$90 and they send you a REFURBISHED same model in return with new cold-cathode-fluorescent-tubes w/inverter&smps installed. or Check for local TV/Monitor guy that knows forward&backwards all there is to know about fixing lcd monitors. It may also be informative to search web for Bad Capacitors in LCD Monitors or Repair of LCD monitors and also check YOUTUBE for short vids on LCD repair or disassembly. First, verify the monitor is functional.
Monitor STFC (Self Test Feature Check)
Turn off the monitor
Plug the monitor power cord directly into the wall socket to remove any surge protectors or APCs from the troubleshooting equation
Unplug the monitor video cable from the back of the computer
Turn on the monitor
The floating dialog box should appear on screen against a black background.
If the issue appears during the STFC, the monitor is defective. What are the results please?

Sounds like you've done all the trouble shooting. If you just need that extra nudge, I would agree... it sounds like you'll be needing to shop for a new monitor.

Go to Start, Control Panel, Power Options and change your monitor setting to never turn off. If you do leave your monitor on all the time then you should set up a screen saver.
