My camera charger was blinking red and the battery would not charge. I called Casio customer service and they offered to send one out! They did ask when the camera was purchased and I told them it was just a couple of months ago when it was actually more than a year. Casio 1-800-435-7732

SOURCE: new battery wont charge
I had the same problem. First, I ordered a non-Dell battery online but battery would not hold charge either - had to send battery back twice but new battery wouldn't work either time. Finally, I resigned myself to ordering one from Dell directly and it's working fine now - so my advice is to bite the bullet and pay more for Dell battery.

It is supposed to stay on. If it is blinking then your battery has gone completely dead. You can force the charger to charge the battery by applying a voltage (AA battery w/ wires worked for me) across the charging terminals while inserting the battery. You'll have to take the charger apart for this.

Dell or Panasonic? Your post has both listed.
If the blinking light on a Dell is yellow or amber or orange (somewhere in that color range) and continues to blink the entire time it is plugged into AC power (wall outlet) and when you unplug it from the wall the laptop immediately dies .... then you battery is dead and needs replaced.
If the blinking light stops after a while (perhaps a minute?) and then turns green while plugged into AC power, then it is successfully charging - or so it thinks.
When you unplug it from the wall, does it stay up and running?
If it runs, it's OK - just ignore the light and plan on getting a new battery one day, start browsing now. :)
If it dies immediately upon unplugging, then your battery is dead and needs replaced.
