For others with this issue you will need to Contact HP to request a "Regionalization Reset". I suggest a phone call rather than using the chat function. There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work. HP's web page on the subject is here.

Check all of your cartridges to ensure that all of the protective tape has been removed. If you still receive the message after the check then power down your printer and remove the power cord from the back of the printer. Remove all of the ink cartridges from the printer. Wait 2 minutes, then plug the AC cord back into the printer. Turn the printer back on. Once the printer goes through it's power on self test it will ask you to insert the print cartridges. Go ahead and do so. If the error message does not display itself then you are okay to go ahead and use the printer. However, if you still receive the error display then you will have to have the printer serviced. Unless you have the tools, experience, and a copy of the service manual for your printer, it is best to have your local HP repair center take a look at the printer. The code signifies an ink system error, but there are a number of reason that can cause the error to display.
