Question about Hotpoint Washing Machines
The knob turns but it feels loose and it doesn't click through the programmes and so the machine is stuck on one programme.

The scrambled error code is significant. This could possibly indicate a logic problem in the controller board. True that an error is present such as that the water is not filling, however, it is likewise likely that the control board itself is causing the intake water valves not to open.
As ginko pointed out, there is no such code but this does not mean that there is no error. It could be that part of the system that detects the error and eventually displays is is faulty, and were are back to the controller board. This is also probably the reason the system will not reset as proposed by onnieh49 though you can try it for a longer period, say 1 hour. Should you be interested, a listing of standard error codes for most Hotpoint machines may be found here.
perhaps it would be to your advantage to post back the exact model number of the Hotpoint Washing Machine.

Take the knob off again and look at the back of it. It should be shaped to fit the shaft, like a letter D, it should only go on the one way but is possible it was put back on wrong resulting in the mixed up programs.

Sounds like it could be relatively expensive to put right.
Personally, I think you would be better in investing in a new washer, more so in view of the fact that is 7 years old.
There are numerous possibilities for the symptoms you describe.

Turn the dial to off.
Press and hold the start pause and nearest option button to it.
Whilst holding them, turn the dial one notch clockwise.
The machine will beep or flash, let go of the buttons.
Now turn the dial slowly through each position, stop and position 10 (9 clicks after letting go of the buttons) and note the error code displayed.
Continue turning the dial until you get to off.
Now turn to any programme, then, turn to off again.
Finally, turn to a programme and try the machine.
(It is very important that you turn to Off, a programme and then Off again).
Let me have the error code you retrieved if the appliance still doesn't work.
