This tip is used to remove a stuck bowl from the base of a Kitchen Aid tilt-head mixer. It might work for your situation. Fill the bowl with very hot water (use the food shoot as a pour spout). Now use either frozen gel packs, or a bag of ice cubes, and lay the ice on top of the lid. Wait for a few minutes. The hot water with make bowl expand, ice will make lid shrink, thus loosening the tight lid. I'm assuming that the lid edge fits inside of the bowl, like most food processors do. Try to gently move the lid, and see if it'll give.
Take everything off and see if you can activate the motor with the safety switch. It is located at the front above the button panel normally covered by the working bowl. Mixer plugged in and turned on press that button switch in with something non metallic. If the motor goes then fault will be with the mechanisms that activate that switch in either the bowl or the lid. The lids are slightly more likely to be the problem than the bowl. Only a new part will properly solve it.
All Cuisnarts have an interlock rod built in to the bowl assembly.
Make sure the bowl is positioned on the motor base correctly, and the actuator in the lid that pushes the interlock rod down is not bromen or damaged. If it is intact and working correctly, then check the switch it pushes on, or the main power switch.

The issue with your food processor is because the cutting chamber and lid need to be correctly assembled so that the tabs on the pot and lid line up andslip into a slot in the handle. This will move the plastic peice out of the way.
