Sounds like your OS installation got corrupted somehow. See if you can boot to the recovery/ diagnostic partition if you have one. (On dells it is F8 at startup, but yours may be different). If you can get in there run the diagnostics and see if it finds any problems.
I would also try booting into a bootable version of linux like ubuntu. You can simply download it and burn to a cd, then put that in your drive and boot linux right off the disc. If you can successfully boot that way then you know that your hardware is ok and it is a problem with your OS. If that is the case you need to reinstall windows or try doing a windows repair.

Try resetting the TV to the factory settings. Try connecting the TV directly to a different wall outlet and check. If the issue persists, try power resetting the TV. Turn Off the TV and remove the power plug from the wall outlet for 1 minute and reconnect it and check the operation. If the issue persists, then the TV requires service.
