It is understood that your AOC monitor is not working, you had followed troubleshooting steps like connecting VGA and Power cable from monitor to computer and the monitor panel light is ON but still no display. You have tried connecting another monitor and it is working fine, so it is advised to contact AOC support to check if the monitor is under warranty and it can be replaced or repair. dude its a manufacturing default contact service center and they will fix it or replacement will be given and dont try to fix your self as this could terminate your warranty or if your warranty is expired than upgrade with a new Led monitor as it is better than LCD bye t.c
Is there a LED light on any part of the screen after you power it on?
1) If there is, try replacing the VGA/DVI cable (cable from PC to monitor). If nothing shows up, it means there is a hardware defect and you will need to send it in for warranty or repair.
2) If there is no LED light to begin with, replace the power cable and try it again.
Still no light - repair/replace it.
If LED appears - See Number 1)
check the cable connected on your monitor, see if this is fix and secure, on the other end of the cable, see also if this is properly connected to the video card.
If there is still no display, then my suggestion is you bring the monitor to a credible technician, and see if warranty is still available.

Manual is available at Top link,If this a 1 or 2 year old monitor,Then call dell with this issue,at the back you can find 20 digit serial no,that will give them the warranty status,so that you can get a replacement monitor if it is in warranty
usually Monitor comes with 3 year warranty
so better to call and get help
i had the issue with my monitor too,i called & got it fixed
have your led monitor check up by qualified monitor tech or just take it back to the store where you purchased if it still cover the warranty period they will replace if it still under warranty
