It's not nessesarily a half flush just as little water as is possible for that toilet. The full flush has just a little more. It may be hard to tell the difference.

SOURCE: half flush doesn't stop running

Yes, If I remember correctly you need to replace the flush valves. I cant remember if there is just one or two valves but they need to be replaced. go to your nearest plumbing supply house (a home improvement store will not carry it) and get a new valve. This will fix your problem.

Fowler cistern doesn't close off after flush

Adjust the screw to raise or lower water to make get it to work right. Some times the installation isn't put in right so it needs to be drained and loosed and set right before tightening down and turning water on.

the clear and the blue pipes control half and full flush. They should both be connected to the main cistern. The small button should give a half flush.

Weak dual flush does not empty the toilet bowl.

well, yes... but apart from providing you with a forum in which to vent your frustration I'm not sure how you think we might help. I have the same problem with a dual flush cistern, but in my case I know that the root of the problem lies in the fact that the soil pipe leading from the bowl has insufficient fall (because the previous owner of my house moved the toilet further from the down pipe). Maybe something like this is contributing to your problem too?
