A public IP address is usually assigned to the WAN port (outside/public side), which is how your router is conected to your Internet provider service.
A private IP is always assigned to the private network side (LAN = Inside). Unless you are hard coding your IP addressing on each of your devices, you will need to have DHCP enabled in your router with enough user IPs for your devices (more than 1).

If desired change the IP address or Gateway will please right click
the name (My Network Places), then right click (Local Area Connection),
(Properties), have at the bottom to select, high light the name (Internet
Protocol (TCP / IP), Lift Click the Properties, to trim after you customize IP
add and modify the following required.Good Luck

You buy a new one, you install it in the place of the other and you configure it following the manual - you will need the connection data from your ISP (username and password - they are in the contract).
