You have not fully identified the model number of your unit, but
this is most likely caused by the Main Power pcb.

A competent service technician should be able to implement the service bulletin.

SHORT DETECT SHUTDOWN (PIN 13 OF IC700) CHECK FOR OPEN L902 PART # 351P155010 OFF Q904 C (15 V SUPPLY) ON THE MAIN PCB. 2- SHORT DETECT SHUTDOWN (PIN 13 OF IC700) CHECK FOR SHORTED D913 PART # 264P722010 AND OPEN Z901 PART # 283P039020 (Z905 AND Z900 M. 3- CHECK FOR BAD CAPACITORS IN DM MODULE. 4- CHECK FOR 10 VDC AT PIN 5 OF IC502 OF LOW, CHECK IC503 PART # 270P704010 ON THE MAIN PCB. 5- SUSPECT SHORTED WINDINGS OF T5A31 PART # 349P216010 ON THE MAIN PCB. 6- SHUTDOWN AT POWER WITH SELF DIAGNOSIS ERROR 2 2. CHECK FOR LEAKY C9A60 470 PF 1000 V PART # 154P400030, PARALLEL TO D9A57 ON THE POWER PCB 2. SHUTDOWN AT POWER WITH SELF DIAGNOSIS ERROR 2 2. CHECK FOR OPEN FUSES F9A04 AND F9A05 ON THE +24 AND -24 VOLT LINES. IF THE FUSES ARE OPEN THE CONVERGENCE OUTPUT CIRCUIT WOULD BE SUSPECT. 7- SHORTED HORIZONTAL OUTPUT TRANSISTOR. 8- COOLENT HAS LEAKED ON THE MAIN BOARD FROM THE CRT'S AND HAS DAMAGED THE MAIN BOARD BEYOND REPAIR. also if the 24 volt B+ and or B- Is missing from the convergence ICs, change both convergence ICs as well as the defective pico fuse in the power supply. This is not a quicky type of repair most likely. These are a few of my notes on this Set from me and a few of my buds in the buisness. Good Luck and let us know how you made out with this set.

This a very common problem with model. Don't listen to other comments unless the use the correct replacement parts.
SYMPTOM: Power LED does not stop blinking after plug in. CURE: replace C9B01, C9B02,C9B10, and C9B11 (1000 uFD 16V) on the DM PCB. Replace them with part # 181P734030 (680uFd 16V). The DM Board (PCB) is located on the very left side of the TV looking from back. Caution on removing Board and note what cables you disconnect to access the Metal Shielded Board. 1. Check for no 8.4 volts DC at pin 3 of PC9A10 on the Power PCB, if low or missing replace PC9A10 part # 268P058020. 2. LED does not blink at plug in. Check for 3.3-volts DC at connector RF pin 3 (system reset) if low or missing suspect the reset switch S7L20 part # 432P109010 on the Control PCB. 3. LED does not stop blinking after plug in. Verify the standby supplies, 12-volts at connector KA pin 17, 6-volts at KA pin 18 and the 28-volts at KA pin 19, if the supplies are present suspect the DM PCB part # 934C067002 4. LED does not stop blinking after plug in. Check C9B01, C9B02, C9B10, and C9B11 (1000 UFD 16) on the DM PCB, if they are bad replace them with part # 181P734030 (680 UFD 16 V). 5. LED stops blinking after 70 seconds of plug in but will not power on. This model is equipped with a keyboard lock feature; this can be mistaken as a no power condition. To unlock the keyboard press and hold the "menu" button on the front panel for 10 seconds 6. LED stops blinking after 70 seconds of plug in but will not power on. Check for 3.2 volts DC at connector RF pin 4 and 5 on the Signal PCB if low suspect problems with the switches/buttons on the Control PCB part # 935D736001 7. LED stops blinking after 70 seconds of plug in but will not power on. Keyboard is not locked and key inputs at connector RF pin 4 and 5 check good suspect the E2P PCB part # 934C061001
