Put it in recovery mode (hold power and home button together for 5 sec), then keep holding just home button as it boots back up.
if that doesn't fix it, there might be a problem with your motherboard.
if you look for guides online for a screen replacement you will find something. I work for company that does iPHone repair in NYC and we do this repair frequently.

Connect you itouch to iTunes.
Press and hold the power and home buttons
Screen goes black, now release the power button. Make sure you don't release the home button until it says "we have detected an iPod Touch in recovery mode."
Once it does this just do a simple restore, by clicking the "Restore" button under the large iPhone picture.
