the protection circuit is being engaged This is often due to a faulty component that heats up quicly and sets the sensor off. It turns off to prevent fire, so maybe don;t turn it on and get it fixed.

If your TV has a picture tube rather than an LCD display, you have a problem with the vertical circuit
(the circuit that "paints" the picture from top to bottom). Usually a capacitor in this circuit will open up causing this type of problem.

To answer your question;
This is a vertical problem and it is caused by a weak capacitor in the vertical deflection circuit.
If you or a friend is handy with a soldering iron then let me know and i`ll help you to locate and replace it.

It sounds as though you can see Transmission lines which are sent out with any broadcast at the top of an image, The TV should normally blank these out, i suggest checking your horizontal and vertical settings
