Setting start temperature on central heating thermostat

Ive had a new combi boiler installed with wireless room thermostat. I have never used a thermostat before. I have a digital Salus RT300RF elec thermostat. I understand concept of setting a "switch off" temperature - eg 21 degrees but cant find a setting for heating to "switch on" ?? As it is colder I want heating to come on if temp drops below 17 degrees when I want it to. At moment actual temperature reading on thermostat is around 13 degrees when heating is off. When heating is switched on it only reaches 17 degrees after around 4 hours which is too cold. The temperature never reaches 21 degrees which defeats the object of a thermostat. Am I missing something or do I need a different type of thermostat. Apologies for my ignorance! Thanks for your advice

It sounds like your heating system has to little capacity to heat the home properly. 21 degrees is a reasonable temperature to expect but if the unit is running all the time and can't reach 21 degrees the heater is too small.
As far as setting the thermostat here is a link to the instructions.

Adjust thermostat

A thermostat only cuts the heating off when the temperature it is set to is reached while the heating is on. If the heating is set to off then the thermostat will do nothing.
Generally you want to think about when you want your heating to come one and off by using the timer and then the thermostat is just used to ensure that you don't waste energy by exceeding the maximum comfortable temperature.

Hope this helps a little.

I do not have a room thermostat connected to my oil fired central heating boiler. I want to install a wireless room thermostat to avoid having to run cable. how do i go about this and which is the best...

All wireless wall thermostats are Millivolt controlled. rather than having an 18 or 24 volt (transformer) wired wall thermostat. Before purchasing any wireless wall thermostat, you need to determine what your oil fired boiler requires for activation. My experience tells me, that it's going to require either 18 or 24 volts. In which case a wireless thermostat won't work.

Hope this helped you and thanks for choosing FixYa.

If the room is at the set temperature even when the rad are warm the boiler is doing its job. It takes steel rads up to an hour to cool down so if they stay warm to the touch that is normal. It takes steel rads a long time to heat up when they get cold so its cheaper to let them not get real cold.I was told not to put a programmable thermostat on our boiler simply because it takes a lot of gas to bring your house up even two degrees. I run a non programmable and set our heat at 72 degrees and do not touch it all winter. There should be a water shut off on each rad so if you want your bedroom cooler just shut that shut off on that rad off.

Here's the deal: If your Vitodens 100 has outdoor temperature sensing capability, either built in or via external aftermarket control such as Tekmar or other, and the temperature outside is above warm weather shut down (WWSD), then the boiler will not operate for space heating, but will operate to make Domestic Hot Water (DHW) only. Generally speaking WWSD is facoty set at 20*C, since this is normal room temperature so the boiler will not need to operate at temperatures above this number as it is warm enough outdoors to heat the house to comfortable levels.
If your Vitodens 100 does not have outdoor temperature sensing capability then you should check to see if your room thermostats are operational and calling for heat since the boiler is only responding to this on-off control based on room temperature. (turn up your room thermostats)
In both cases you need to make sure that your heating system's distribution pump and zone valves are operating correctly.
In any case you should be calling a heating contractor if you suspect that there is a problem with your boiler and/or heating system.
Good luck.
