No, you cannot charge the battery in the camera via the USB port. You need to use the LI-40C or LI-41C charger or equivalent.

Unisntall the software that came with the camera and reinstall them. If the computer asks for drivers, insert the cd that came along the camera and install the drivers. Alternately, you can use your laptop's card reader port to transfer pictures. Just take out the memory card from the cam and put it in the card reader slot. Have any questions, write back.
The reset is in the setup menu but since you can't turn it on, that's useless. Are you sure the battery is inserted correctly? Try cleaning the battery contacts in the camera with a cotton swab lightly dampened with rubbing alcohol.
Very few cameras will charge through USB ports. This is only to connect to computer to access pictures. Your camera will not charge via USB. I suggest to many people that using cameras that take AA batteries is the best cameras to buy when traveling. Many camera owner fall victim to different voltage outlets when travelling.
