Sounds like something was picked up that should not have been and is now stuck in the fan housing. Lay the vacuum out with the housing bottom side up and take out the 5 screws that hold the base plate on and then remove base plate. You should see your intake nozzle that leads to the fan housing and it has 1 screw and the motor has two screws holding it down. Remove all 3 screws and that will allow you enough room to remove the intake nozzle off the machine and that will allow you to see what may be jammed in the fan housing. It might be possible to look through the intake nozzle and see your jam but you still might have to take it apart to get the jam out. Watch carefully as you take the vacuum apart so that you can put it back together correctly. It is fairly simple so you should not have to much of a problem with it and you should only need a Phillips screwdriver and maybe a pair of pliers to remove any jam. Hope this helps!

We used it then turned it off and went to turn it back on but wouldnt do anything.latches are locked and has water in it. im getting power to the switch

E series vacuums have a safety switch underneath the motor unit to insure the water basin is on. You can see the part here and where it is located (left of the separator)
Rainbow interlock plunger

Sometimes this part may have fallen out and gotten lost when you were putting your vacuum away, or your water basin where it would depress this switch broke of.

If your motor is good and power nozzle is good, it may be this.

Hoover spirit 900 canister wont turn on?

see this causes and fix it. God bless you
If the vacuum cleaner motor does not run the motor itself might be burned out. Check the power switch first to be sure the motor can get power. Then, be sure the motor shaft can turn freely, that nothing is obstructing it. If the motor can turn freely and is getting power but still won't run it will need to be replaced
If the vacuum cleaner motor doesn't run the on - off switch might be turned off or defective. Test the switch with an Ohm meter or continuity checker.

Spin brushes wont spin and the switch wont turn machine off. I have to unplug it.

for the spin brushes it is most likely the motor is fried if you smell something burning it could be jammed or the wires have be shaken off the motor terminals. for it not turning off you need a new switch.

Burning smell, vacuum wont turn on now

the front of the machine ( the peice that holds the brush roller ) and the bag unit are part of a safety system that will only let it turn on if both are locked firmly in place, after checking that examine the cord, look for any burn marks especially at the plug and where the cord clips into the retainer on the handle and if you can where it plugs into the machine but you will probably need a set of torx screwdrivers for that. if there was any funny noises before it shut off the kids could have damaged the motor, and just because the belt isnt broken it can still get burnt and make a bad smell change them ever six months to a year
