my mobile is samsung cdma mpower sch f-699 not open wap services and i am custmur tata indicom.
it say please upgrade the R-UIM in order to obtain data services.

Phone ko factory restore karo.
Follow the steps :
Press "Menu" > "Settings" and locate "Restore Factory", select it and enter "12345" as code when you are asked, confirm if you are prompted and check if it does help or not. Once it's done, restart your phone if it doesn't restart itself.

There are basically 2 branches when it comes to mobile phones. Some phones have SIM cards to connect or another technology that does NOT use sim cards These non-sim phones use CDMA instead of SIMs, so you cannot just swap SIMs like on GSM.
This is GSM and is what T-Mobile and AT&T use for voice.
Sprint and Verizon use CDMA but isn't normally unlocked.
So think GSM / SIM cards...
